That is a good template.
Destard is good for making gold, but there are a few very dangerous mobs in there. You might want to start a bit easier.
Liches, lich lords, daemons, titans, Cyclops, and ogre lords are a good start.

On your finished char, I wouldn't go below 90 str or dex. But you might want more int while training magery...it depends on how high you will be raising it I suppose.
You can always adjust str and int around. There are threads or wiki entries available to explain how.
Add music and provocation to help control monster spawn and do more damage in pvm. Then the last 100 skill points are up to you.
I like to have 60+ Margery on my chars, but you can go with more or less. Resisting spells would be useful until you become good at provoking the spawn.

I think raising healing to 95 so you never fail bandages is a good idea. With no mount stamina, you can always get a little space to get a bandage off. That might negate the need for much resist. Hiding is very helpful for that as well.

The MR fix is a step in the right direction for pvp, but that top list definitely still needs attention. Those must be more complicated issues to fix than MR...there's no way the staff can be knowledgeable enough to run an awesome server and not recognize those...
