How about rare mobs that spawn ONLY from Tmaps lvl 4-6? Idk something cool/crazy/rare. Edit: Just thought of like how SOS have diff colored ones, perhaps a rare map that only spawns paragons to defend it. Boom.

Some mobs are unable to become paragon, perhaps add them to the paragon / treasure map loot tables? Also side note - other uber rare mob spawns completely random ^^

Makes sense, less veteran players abusing GM everything instantly and killing trammel style. I mean I've seen guys killing lich lords/paragons etc without a worry in the world. Who needs Item Bless Deed when you can make a young account and have a character bless deed.
