Naah, dude learned his part.. In UO you're not safe anywhere, except in safe zones at brit bank and guard tower.. You're not even safe in your own home, let alone somewhere in town where npcs don't see..
This is odd, peacing anything (no matter if its grey or blue or red) is not a hostile or beneficial action, so it can't make you criminal.. I'd go with town guards losing it from all that noise :D
