Interesting Thief Question

My Aspiring thief has acquired the needed skills but when he goes to join the Thief Guild he keeps getting this message that he is too young. Now this Character has been a Tamer in the past, a bard and a general character. I know that he has played more than 48 hours in game.
Any ideas???
