Where are the busiest locations?

I play as a thief and want to know where I can bank some loot.

As a thief Sir, you should not be asking these type of questions, you should be out there, scouring the lands for signs of activity. Do you wish to just be a thief or do you wish to be a thief with a name? To get that name, you need to find these things out yourself!

Try Brit Docks. Lot's of transactions go on there. If it says "You are unable to perform that skill in this area" keep trying, it will eventually work. Maybe.
