Was there a recent increase to the time it takes to heal a pet with the veterinary skill?

No.

You may have just noticed the delay between starting a bandage on a poisoned pet vs a non-poisoned pet.

There's a slight delay if bandage started while target is poisoned. As well as resurrecting ghost pets.
