Unlearn skills?

How do I unlearn skills? I've placed arrows down on all the skills I don't want, but they don't seem to budge.

They won't go down until you get to the skill cap which is 700 points.

btw skills come up faster on brand new char.. closer to 700 you get, slower it is.

mmmmm, I won't argue, since I'm not 100% sure.. still kinda felt like this. Anyway, reskilling char is not hard.
