Trouble logging into Test Center

When attempting to login to the Test Center, the client stays on the "Connecting" screen and never connects. Is there something I need to do first to have access or is it a client issue? I am running the razor downloaded version of UO classic client. Anyone with ideas/suggestions?

Ive gone thru and deleted all files for UO, then reinstalled clean thru the UOF patcher. And still it does not connect to test center.

You can only get on test center when we have it active. If we don't have it up then you can't connect to it. normally it is up but every once in a while it is taken down.
