Tinker box vendor

I am searching for a vendor that sells tinker boxes that I can work my skills on or suggest a safe location i work on lockpicking?

There's a vendor just SE of the Moonglow bank, on the road, that sells lockpick kits for training. Those should get you to 95. To GM you either need to train on dungeon chests or use skill scrolls.

That vendor is sold out at the moment. Any other places a fellow could buy a lockpick training set?
