Thieves guild waiting period

i just waited the 48 hours to join the thieves guild, but now it is telling me i have to wait until my character is a week old. why are there 2 seperate waiting periods? seems kind of ridiculous to me

Your character has to be 7 days old with 48 hours of in-game time.
