There are a couple of bugged ships out there from the pre-naval warefare patch. If you see any of these, report them and they will be fixed by GMs.

i can think there 4 to 5 out at sea but some player have the old bug one there no cannon on the boat that how you know it the bug ones

As a general rule that works, but I sometimes retract the cannons on smaller boats; no real reason to be honest, but the possibility.
I shoot them before I make the call.
