That sounds like a really good idea to me and definitely something I'd pay for during events and such.
It's more akin to pet stat loss for pokedragons where the owner has to buy ss's to gain the skills back.
It's a good way to slowly drain gold out of the economy (abeit a very small amount) and it helps to stop that boring period where you're waiting for your talisman to return to it's former glory.

There should be no cool down in the first place. All it does is make people log off that toon.
Does a meta pet quit gaining co when it does? Or not able to use its relics for 15 mins. This has to be one of the stupidest rules in the game. Hey let me put in a new addition to the game for people to play but out something in to make them not play it.
I have sent pm after pm to eppy and had others pm and post on this, and nothing. You need to be a top donator to get real change on this shard. Could be wrong but feels that way.
