IDOCs are pretty busy at the moment, so most 18x18s are turning into a mess of 7x7s with people too stubborn to sell to each other at reasonable prices. The last few 18x18s that have been placed, the owners kept or sold to guildies.

You might get lucky when the new island is released, either with a placement or by finding someone wanting to sell to free up a placement slot.
