Statuettes skeleton, so i found a statue that i don't own..

I found a Skeleton Statutte probably laying on the ground, I actually don't remember how i came to posses it, And i see people selling this stuff as decoration.

But it says (OFF), and if i double click it the game gives me

You must be the owner to use this.

Is this one in particular too commom and the owner could'nt care less? And is it worth anything without being able to turn it ON?
