There is a limit on how many maps the t-map books can hold, but from what I can tell, the cabinet can hold a lot more. If not unlimited, a very large amount compared to the books.
About save times: does the t-map cabinet make them longer or shorter? It seems to me that the cabinet could act as only 1 item, while if the maps were out of the cabinet, there would potentially be thousands of items lying around, increasing save times. So, depending on how it works, this would decrease the world save times. (eppy already said it works this way).
