Skills no longer going up....

I have all the arrows down on stuff i dont need but the skills with arrow up are no longer skilling up.......is there something im missing here?

Max real skills can only be 700?

You have 700 skill points to use in total so thats 7 skills at 100 (you probably know this already). If you have 0 skill points in all of the skills with the arrows pointing down then you have no skill points left to invest . You will need to take some points out of a raised skill. Hope this helps :}

yeah I have all my appropriate skills in a single group * called good lol* only the arrows on thos skills are marked up the rest if theyre 0 they are locked if they had poaints the got marked down but i am no longer gaining in Provo for some reason

I take that to mean thateither his skill gain is tapering off or he didn't know that certain monsters/animals only take your provo skill to a certain point and stop, thus needing to move on to bigger/badder monsters/animals.
