Skill Scrolls, How do they work?

How do skill scrolls work? 1 time use? have to keep it in your inventory while gaining skill? Double click to use? only uses minutes when gaining skill?

On use, you get a popup. When confirmed, the skill is permanently added to you (or pet). The scroll is consumed now.
