skill cap for different skill

If I used a ps to increase a skill (fishing) to 105 and now don't want that skill, can I drop that skill and have the extra 20 points for the 720 cap go to my new skill (provoking) or will that only go for fishing now? really hope not.

Yes, you need to increase fishing to 105, then once you do so, you may drop it and have an extra 5 points to your total cap. In order to get all 20pts, you'd need to eat a 105, 110, 115 and a 120 fishing, then raise your char to 120, then drop it.
