Skill and Templates Question

Hello guys, I'm new to the shard, and i'm having some questions that i was not able to completely clarify them. I played UO before, but it was simpler in terms of skills.

Does the shard has a skill cap?
What exactly is the template? Is just a guide to allocate the skills?
That was not clear to me.

Hey flames dragon I'm new here too. If I recall correctly the skill cap is 700. In regards to your question about templates, yes, that is basically all it is.
