Many have attempted all have failed. 99% of the expansions to official UO have been anti-Ultima series inspired in my opinion.
Here are two main reasons why a Serpent Isle Expansion should be made.
1. It would inject Ultima-lore into this old game, a game that to many has been lore-less & Ultima history-deprived let alone story deprived. The old Ultima series fans would talk about this shard, it would be mentioned greatly by the UDIC and all the major Ultima fan pages, because we're BIG fans of Serpent Isle.
2. If you're not a fan of Serpent Isle or any offline single player Ultimas of the past, guess what, the UO team headed by Richard Garriott was originally intending on making Serpent Isle an official Ultima Online expansion, this was the plan back in 1996. Here's the proof.

I was looking forward to the "Serpent Isle" expansion for UO back in 1997, thinking it was going to be a real expansion. I was once surprised it has never come into existence but at this point 17 years later, 'not holding my breath' would be an understatement, as it probably never will, which is too bad. Anyone who has ever played Serpent Isle from beginning to end has declared it to be the greatest game of all time or close to it. I personally consider it to be the highlight, the silver lining of the entire Ultima series, the pinnacle of greatness. Why the two worlds of Serpent Isle and Ultima Online have never joined forces is a mystery to this day.
This is a Serpent Pillar. In the icy glacier filled oceans of Britannia there are two of these. A ship sailing in-between these Serpent Pillars will lead one through a portal to the Serpent Isle.
