Sorry about his question but I've been gone a little while and I'd I'm not sure if this has changed. Does recalling work 100% by using the blue button in your recall book with no 0 magery?

As far as I can tell, so long as the spell isn't interrupted, yes.

It should, that's how it worked back in the UO:R days. You need the mana but not the magery skill or recall spell.

Yes, it does. I've never fizzled using a runebook at 0.0 "real" skill (unless concentration was disturbed from taking damage) and I have 3 toons with 0.0 Magery who burned through over 500 charges of Recall in the last month, 0 fizzle.
