I believe these to currently be the rarest form of tarot there is because these were likely a monthly feature in the last round of stealable rares (six or seven month run?) that were recently re-added as mob drops as per http://www.uoforum.com/threads/crystal-fragment-reward-vendor-new-rare-drops.77980/

The original tarot pieces (solo deck, card circle, and card line) were monthly stealables for a year so there are about a dozen of each. I have a complete set including one of these but I'm really not sure how many there are of this extra piece. I think I bought mine from @DeathVirus

The circle was re added in the monster drops also so it will become the most common over time followed by this one but it's going to be a good while before that happens.
