At what skill point can you receive the highest tier of BODS?

I've heard everywhere from 60-85 Real.

I don't know who said 85 is the sweet spot, but you usualy see tailors running a legend and 85s and smiths running a legend and 90+ on their runners.

Can someone give me an example on what kind of rewards can you get with Tailor Bods? Is it possible to get money from NPC after completing a Bod?

Not really.
Actually they do.

Players with minimal tailoring (~80) have a better chance of getting normal (non-exceptional) sbods while a player with tailoring GM-120 will have a higher chance of receiving exceptional sBods and lBods.

Professional BoDers usually have a character around 80, another at GM, and one at 120 so that they can capture the full range of BoDs regularly. Tailoring is unique that low skill BoDs are just as important as High skill BoDs. Blacksmithy on the other hand though, does not follow this -- instead the higher your Blacksmithy is, the better the BoD will be.

Pretty much from what I know.
I swear, I've always been told that it doesn't matter. Only thing people ever told me was that my 85 tailor had a slightly better chance at a tier 2 bod pull.

As far as bs pulls, my 120 pulls the same quality bods as my 92, as far as I've been able to tell.

My understanding is that they work like this (http://www.uoguide.com/Tailor_BOD) except that the minimum is higher start receiving BoDs and the time inbetween receiving BoDs is a static 6 hours regardless of skill level.
Pretty sure it's not.

as far as I know it works like a tier based system, with the highest tier being GM. 120 tailor or smith has no better chance of a high level bod than a GM tailor or smith. the only bod benefit for past GM skill us an hour off the bod timer at 120.

Minus the 120 skill level, the rest is just what you are saying. SO it is.

Skill points directly factor into the lbod percentage according to base RunUO code.
This as well as what haly said. At GM and above there is a better chance for exceptional BODs. This is exactly why tailors keep a runner at 80, to get those teir 1 and 2 bods. Above 100 you also start to get better chances at LBODs.
