Question About Skill Gain Here

Does skill gain slow down the closer you are to the cap? Does the order in which you train your skills matter?

Edit: Also, do these skill gain values pertain to tamed creatures? Will fighting world spawn mobs give my pets slower gains than ones in dungeons?
