You don't need a weapon skill, but the talisman itself will raise slow as hell if you're using wrestling to level it. Bare fists swing extremely slow and do very little damage. If you really want it on a mage, you'll need to change him to a dexer to level the talisman and then change him back once you're finished. Also keep in mind you'll want to wear lots and lots of armor for best gains with resilience talisman which does not bode well with a mage. So again, yes it's possible to have for a mage but you'll want to level it as a dexer than switch to mage once done.
