new scribe ability

Would it be to over powered if scribes were able to scribe a scroll to allow you to put a enchantment on gm made weps only? Like if you were a gm scribe you could make a enchantment scroll of (ruin) with 10 charges on a wep so each hit with your wep would use up a charge, 105 scribe would allow (might) scrolls 10 charges 110 scribe (force) scrolls 115 scribe would allow (vanq) scrolls 120 scribe would up charges on all scrolls by 5,

if its "u have to be scribe to use these weapons" then its good idea. scribe warrior would be cool. , 100+ shouldnt add anything to pvp just like other powerscrolls , and 100 scribe should make force damage(or it will be op)
