New House and the customizing tool

I just bought a new house in UO using the placement tool and it shows up as a foundation only. Now there is a customization option that I can use but it operates much like the house building tool in the SIMS games.
Do I have to actually build the house using the customization tool or will it just appear on it's own. It is a two story home BTW

you have to double click your house sign and go into customize mode....there you can build your design. when done back up your design and commit
