Perma grey is for thieves only. Karma does not have an effect on your criminal status.

So the only way is by raising stealing to 60 then join thiefs guild? ugh, well thanks

Just joining the thieves guild does not make you perma grey. In fact when you are perma grey, you appear blue to everyone. Perma grey only lasts till you are killed by a player, then you are true blue till you steal again.
