So I recently went to 115 (120 with gloves) mining and was considering going to 120 for the crystals (not rly relevant). I was told that increased mining skill was similar to LJ where you have an increased chance for rare ore. Is this true or is only dependent on the vein because I have not experienced much difference. Seems like it is the same chance as GM, except now I smelt a lot easier.

Mining works differently than lumberjack. You're right, it's dependent on the vein you're mining and there are no additional rare ores other than iron through valorite.
I'm not an expert but I can tell u that the vains have they ore "preselected" no mather when, the same vain will give u always the same coloured ore,
thats why ppl recall mining for Valorite, since if u find a valorite vain , it will be always valorite,
said this, I didnt notice much diference eighter with the change from 100 to 115. except getting the gems and the smelting.
I guess that will be something like... from the vein you can get 7 valorite with 100 mining and with 115 - 9
I just tell random numbers but are my thougts.
you can increase the "tier ore" using gargoley pickaxe +1 ( will also spawn colored elementals related to the "preselected" vain ore )
or a prospector tool wich also increase the vein +1 too
So I guess its posible to increase the vain 2 levels by using both items, ( not sure about this since I never any of thous items )
You can get both items doing low BODS,
Edit : A Gargoyle's Pickaxe and/or Prospector's Tool can be used to potentially advance an ore vein's level by up to two types (e.g., Agapite to Valorite). ///// this text its from the wiki , so ye, u can increase vein level +2
