I have tried to steal a slayer book and an unblessed MOTM book only to have the message you can't steal that......
Make unblessed Spellbook stealable????

pretty sure eppy said they are supposed to be stealable. guess we are just waiting on a fix. look through one of those threads about slayer spellbooks, i'm pretty sure he said it in one of those threads. i just cba to look for it :[

The one i couldnt steal did not say blessed on it, trust me i look at every single new book i see. and i disarmed it seconds before trying to steal

I think they might be Noobied by default, not exaclty sure as to why they cant be stolen but you can lose them upon death.
