Low FPS - help please

I'm having some low FPS problems and am asking the community for suggestions to remedy. I'm sure the problem is client side as I see other's run past me in game with ease.

My setup is as follows:
Internet speed 25Mb Down, 2Mb Up

Laptop - Lenovo Yoga 13
Windows 10 x64
4 GB Ram
128 GB SSD
Intel HD Graphics 4000

Razor client

I've tried turning on/off the CPU setting in Razor and modifying the display settings in UO but it hasn't made any difference.

Is my graphics card good enough?
Could there be a setting that needs adjusting in UO or in Razor?
Is it possible to run UO without executing the Razor client, this would help isolate if one or the other is the cause?

I appreciate any help.

Running in Win XP Compat mode?

Is your msconfig set to utilize all cores of your processor? What kind of processor are you running? Intel/AMD? Speed?

I have played on a machine half of that speed (single core p4, under 2gb of ram with nowhere near a ssd) and had no issues.

The graphics card should be more than sufficient as back when this came out the best graphics card that I can remember was a Voodoo 2card...8-12mb of ram. The builtin card on most modern machines is better than that by a longshot.

TBH any modern machine nobody should be running past you in game honestly...unless they are somehow using a speedhack.

Maybe a client language issue...
Are your craftingmenus OK?
I had some trouble with the translationserver before. Craftingmenus where broken and i moved slower somehow

your hardware and internet connection seem fine to me. Where are you playing from? If you're on the other side of the world, that could easily be the issue. Have you tried running UO with UOSteam or Sallos?
