Locking skills and spells on your screen?

Is their any way to lock skills and spells on your screen so they don't move around or so you don't accidentally right click them and take them off? Ive seen a tiny lock when looking at other players screen shots but i cant figure it out.

I know that in UOSteam you can set up a "spell grid" not sure on razor tho.
