I think there is a way to get at least a little better ping. There is a website called pingzapper that claims to "evade ISP throttling and optimizes the rate of packets being sent." It is my understanding however that you don't need a paid service to do that such as the one I mentioned and you can do it yourself with a bit of research and persistence but my ping is pretty good so I never needed to spend any time on doing that; for you it could be worthwhile however. Maybe one of the posters from Europe could share a solution if they found one.
You can try something like Lowerping - though there was talk of not allowing VPNs to connect to the server, but not quire sure where we're at with that.
Lowerping makes the world of difference for me connecting from Australia.
