who is gonna risk being banned from factions forever or 1-2 weeks of jail time so they can get 1k bottles?

anyone with a vpn can make unlimited accounts and scam the system, move the items to other accounts and probably get off untraceably.
make the rewards character bound, and def not raw resources at least in bulk. i think pvp supply bags like 50 of each reg would be good to keep pvpers from having to resupply for cheap. but even then, anything like that eats from the economy and dono butlers so its implementation is unlikely.
