Ok. So, just getting started on UOF. I saw some crafted weapons of [silver] etc on several vendors. How are these made? Another skill in addition to Blacksmithing required?

Slayer weapons are crafted via making them at the Britain crafting square which is located in the North West part of the town nearest the Brit Grave Yard.
At gm skill you will have a 2% chance at making an unidentified weapon when you ID that weapon the Slayer tag will be random.
The % chance to craft a slayer scales from 2% @ GM to 2.5% @120 skill.
You will get a Msg. indicating you have crafted an slayer weapon, and if you use a colored ore the weapon will be reg iron color until you ID it.
