How is the chance to resist with resisting spells calculated?

I've heard that spell damage is reduced even when you don't receive the message that you've resisted magical energy; is that true?

No I don't believe that's true. You only resist when you get the message. The other times when its low spell damage, the caster just got unlucky with the random number generator.
