While out sailing the high seas I came upon an island that has a soccer ball field, docks, houses (one of the signs reads "$always wins) and green pastures. However, housing is not allowed to be created in this area, but there are houses. Was the island created specifically for the $ guild?

This was a private island that was raffled off. Only the owner of the island can place houses on it.
