Help With Stat Loss

ijust turned red and went into stat loss. after i waited 2 hours all my skill came back to 100. except inscription is only 94.7 now what the heck it was 100 before stat loss. i hope i dont have to retrain inscription back to 100 again.

plz help why did my inscription go back to only 94.7 i have all other skills pointed down iam not using it should of went to 100 all other skills iam using at 100 now inscription is 94.7
