Healthy changes to Notoriety and policy on future changes in general.

My only gripe is that I used to be able to get away with hiding back in the day, but hiding is worthless now because of the groups that have 21 tracking which NEGATES gm hiding, auto targetting hotkeys and macros to perfectly time any purple pot while running means I just cant get away from the gank squads with such easy methods at their disposal. I think the game was much more fun when people didnt have all these easy auto targeting keys and scripts
