I think there is a vendor at Fallen Dragon Lords shop that sells them (look for a gate at WBB, or hug the coast running NE from Brit and you will find it about halfway to the swamps). There was about a month ago, not sure if they're still there.
Also go to the Minoc moongate and run north one screen, you'll see a 3-story vendor with lots of blue clothes. That's a great spot to shop in general and they usually have the lockpick chests in stock.
And not to throw him under the bus but @halygon has offered to make them for people, maybe if you send a PM he can hook you up.

Whoever is making kits, you need a both a ~70 skill box and a GM skill box to go from 50-95 lockpicking. Most just sell the GM box. You can't attempt a GM box if your skill is only 50 or so. Not sure on these exact numbers but I remember having this problem myself and actually made my own second tinker to get myself the non-GM box (and have since deleted him, so can't help -- sorry).
You might be able to make a tinker out of the gate with 50 skill (and 50 carpentry of course) to make a ~50 skill box, and use that to get up to 75 or so and then use a GM box the rest of the way? Not sure but I would try that if anyone can't find boxes.

I did it with a 50 tinkered box and a GM. Just switch to the GM when the 50 stops working.
Fuschino, I can make you the GM box, just PM me. Don't have a 50 tinker anymore, but if you have a free slot, start a char with 50 tink/50 carp and make the starter box.
I´m getting mad with this skill >.<.
With a 50 tinker/carpentry the gains stops at 73. Then I used a 70 t/c until 90. Now I have no gains and I can´t handle with a gm box (I already have it, but it says that I cant do anything with it).

The Moonglow Mall East now has GM tinkered boxes up for sale, and we're working on getting 50 and 70 skill levels up by the end of the day today as individual items and in kits for convenience. Check back often!

i literally got my lockpicking to 95.something 2 days ago once i got the box, all i did was start a character with 50 carp/tinker then once i hit around 75 when gains stopped switched to GM i believe past 95 you need to GM in dungeons.
