Nope, only newbie leather tunic/gloves can carry it.

I'm pretty sure any piece of armor can carry slayer properties through the crystal workbench. That's why people sell full plate invuln slayer sets sometimes. Most people put slayers on newbie leather tunic/gloves for berserker tail experience grinding.
