^ This is what I mean. You don't want to use stealing to steal anything from them, just to find out if they're perma, so you can dust them. (addition: you can steal from greys without consequence)

After running some tests I must, with great sadness in my heart, report that stealing from someone to find out if he's perma truly does NOT work. It may or may not flag you grey, beware. But in all our tries, whether the person is innocent, feef, or guilty feef aka permagrey, you always get a message that you have to be in thieves guild. This is seriously broken, I want my frisk searches, pleeeez!
