Can someone tell me definitively - does food & water matter for skill gains or anything else on this server? Is it programmed in? Thanks!

I can't tell you the %. but, yes food and water will increase the speed of skill gains...

waters also used for Aquariums & Plant health..
food is used for your pets happiness and bonding...
