Fletching Powerscroll?

I didn't know where to ask this but I know the Fletching Powerscroll is not a myth but how does one obtain it?
is it from the normal Champ spawns or is there something else?
Reason for this thread because putting together bits and pieces of the WTS post, other people are talking about contracts they turned in and they finally received a Fletching Powerscroll.

Can someone enlighten me please? Thank you in advance!!

Yes, slayer deeds work on bows now, but only if they have both a Damage Modifier, and Durability mod. Which still requires a lot wood.

thought i could add slayer deeds to instruments i make or are the slayer attributes random from drops?

Also i made a a bow (the frost looking wood) that had +25 archery but no power modifier. I could not add a slayer deed to it, is it because it's missing, ruin/force/power/vanq etc//

Needs to have durability mod, AND damage mod. Such as Durable/Power, or Indestructable/Force etc.

Can't use slayer deeds on instruments.

I see bows that are exceptional / durable and have a slayer on them why is that?.. Also how come some weapons have no # count for the slayer augment and when i add a Slayer deed to a weapon it says 2000 ?
I think once the 2000 was done, my weapon disappeared.

Those were crafted with the Slayer property, not made by adding a slayer deed. A very (very) small chance to create a bow or any wep, with a slayer property, if it's crafted in the Brit Crafting area.
