I fell for it then realized I had never seen anyone else bowing down in front of dono vendors and I stopped. Saying the Begging must be GM kind of made it suspicious to me.

GM'd mine in the newbie dungeon, when I had a beggar. Think that person has just enough gold to not give you any, but enough to still give skill gains.
