Is there any way to prevent the help menu from coming up when I hit F1? I want to free up the key and there isn't anything in thee clients macros using the key. I appears to be built into the client

Just use it as a hotkey in steam and don't check the 'pass to uo' box. i assume can do similar in razor.

First thing I usually do in UO is set that key to bandage self in the UO client macro menu. That seems to clear out whatever default that is there. Asigning a hotkey in razor or steam works like Casor said.
