It really has unlimited charges. I think they were going to have them use charges, but either never got it figured out, or realized it could easily be exploited, so it shows charges, but never runs out. they are a fairly common drop, I see them selling from 20k - 40k but they seem very hard to sell. I just give mine away to friends when I find them.
