Does Dex have any affect on the ability to stealth and/or hide?

no, however wearing armor does affect your ability to stealth

What ^ said, but technically yes at the same time. Dex will affect the bonus you get for that skill, but if you are taking stealth/hiding to 100 than there is no bonus for Dex because then those skills are capped
