Changing greater heal/heal wands so every one can use them

Right now only faction members can use wands. I'd like it so every player can use the heal type wands.

There's plenty of instances where faction players are fighting non faction players and the faction players are using heal wands to save their own lives.

Making the heal type wands usable by everyone should help to level out the playing field.

wands should be for everyone.
