Can total Skill points be raised from 700 to 720?

I asked in another thread, but wanted to get confirmation here.

Is it possible with PS to raise the skill cap from 700 up to 720.

What is the SKILL and STAT points cap?
Any person may have 700.00 points in skills max, and 225 points in stats max.

yes, if you manage to use a 105,110,115, and a 120 PS in a skill, the cap raises to 720, but it will not go further, no matter how many legendary skills you have.
